Abstract

The sustainability of dairy cooperatives in Indonesia faces complex structural challenges due to dependence on a single commodity, limited institutional capacity, and the lack of a comprehensive sustainability evaluation framework in multi-stakeholder partnership practices. The research uses an exploratory mixed methods approach with an explanatory sequential design. Data were collected through in-depth interviews, focus group discussions, field observation and document analysis of two dairy cooperatives with different KMP typologies, involving cooperative management, dairy farmers, and recognised expertise stakeholders in dairy industry.  The results of the study show that KMP type I tends to be transactional and prescriptive with an inhibited sustainability impact that rise to structural dependence, especially on the dimension of economic resilience. However, both types of KMP have similar vulnerabilities in terms of occupational health and safety and animal welfare. This study concludes that the integration of the SAFA framework is able to function as an analytical and strategic instrument to map, evaluate, and strengthen the sustainability of dairy cooperatives, while making a practical contribution to improving the design of multi-stakeholder partnerships oriented towards the Sustainable Development Goals.
